Why a sign language interpreter will be needed for a test?

I can manage a certification program and received an application for ADA language interpreter be provided. We will assist in the application if the applicant provides the documentation required. But I wonder – why someone needs a sign language interpreter for a computer based multiple choice test? Specifically asked for the review – not the time of entry or at other times when in contact with the test center staff.
